**TOCs select projects and present to steering committee for approval.
***SC1: Approval of RFPs generated by TOCs. The TOC chair or a representative presents the RFPs to the steering committee for approval.
SC2: Strategic planning and policy issues.
SC3: Approval of WHRP operating budget and award of research projects for the following year. TOC chairs or a representative presents recommendations for funding based on the proposal review process for steering committee approval.
SC4: WHRP program update and policy review. WHRP staff provide a program update and draft policies for review and approval by the committee.
